Identifikasi dan Analisis Sektor Unggulan Dalam Pembangunan Daerah di Kabupaten Pati

This study examines the base and leading sectors driving regional economic development in Pati Regency, Central Java, an area transitioning from an agrarian-based economy toward industrial and service sectors. Using a descriptive quantitative approach, the study analyzes Gross Regional Domestic Product (GRDP) data at constant 2010 prices from 2018–2023, applying Location Quotient (LQ), Shift Share (SS), and Klassen Typology with Central Java Province as the reference region. The results show that the Agriculture, Forestry, and Fisheries sector remains the primary base sector, indicating strong regional specialization. However, the Manufacturing Industry and Wholesale and Retail Trade sectors demonstrate greater competitiveness and growth potential compared to the provincial level. Klassen Typology further classifies several sectors as advanced and rapidly growing, including agriculture, mining and quarrying, electricity and gas supply, transportation and warehousing, accommodation and food services, education, health, and other services. These findings indicate a gradual structural transformation from primary-sector dominance toward a more diversified economy driven by secondary and tertiary sectors. Accordingly, regional development policies should focus on strengthening leading sectors through infrastructure improvement, MSME support, and innovation based on local potential to foster sustainable and inclusive economic growth.
