Kesadaran Hukum Pelaku Usaha Mikro Produk Homemade Terhadap Kewajiban Perizinan Berusaha Berbasis Risiko

The government has implemented the Risk-Based Business Licensing (PBBR) policy to create an easy business climate, especially for Micro and Small Enterprises (MSEs). However, there are still many homemade food producers in Doro District who do not have business legality. This study aims to analyze the level of legal awareness and the factors that influence it. This study uses an empirical legal method with a descriptive qualitative approach. Primary data was obtained through in-depth interviews with home food producers and related parties from the Pekalongan Regency Investment and One-Stop Integrated Services Office (DPMPTSP). The data was analyzed using Soerjono Soekanto's theory of legal awareness. The results of the study show that the level of legal awareness of home food producers in Doro District is still relatively low. This low awareness is due to several key factors, including: lack of adequate information about UN procedures, the assumption that applying for business legality is costly, non-essential legality and complicated licensing processes, and limited access to technology. In addition, factors such as priority on production and the absence of strict sanctions also influence. This study contributes by providing the results of identification and mapping of specific factors, which cause low legal awareness of home food producers in Doro District.
