Abstract

The development of digital platforms and Over-the-Top (OTT) services presents new challenges in the form of the increasing spread of negative content, which has not yet been fully addressed by censorship regulations in Indonesia. This study aims to analyze the strategic role of Islamic Religious Universities (PTKI) as institutions of social control in filling the legal void regarding the censorship of negative content on digital platforms. The study employs a constructivist paradigm with a qualitative field approach through interviews, observations, and documentation, followed by analysis using the Miles, Huberman, and Saldana interactive model. The results indicate that government oversight mechanisms via negative content detection systems (AIS) remain limited, necessitating the strengthening of education-based social control. PTKI fulfills this function through digital literacy, community service, the internalization of Islamic communication ethics, and the implementation of the value of tabayyun in the curriculum of the Islamic Communication and Broadcasting Program. The value of tabayyun serves as a preventive mechanism that strengthens critical digital literacy and fosters moral awareness in verifying and disseminating information responsibly. Despite facing challenges such as limited authority, regulatory complexity, and rapid technological advancements, PTKI has the potential to become a strategic actor in building a healthy, ethical, and public-interest-oriented digital media ecosystem.
