Halal Product Assurance Policy Implementation: A Case Study of Institutional Actor Interactions among Bunpao MSMEs

This study analyzes the dynamics of halal product assurance policy implementation in Central Java, focusing on interactions among institutional actors and the challenges faced by food sector MSMEs in the halal certification process. Using a qualitative descriptive case study approach, data were collected through semi-structured interviews, observation, and documentation involving two bakpao MSME operators in Pekalongan City, selected via purposive and snowball sampling. Analysis followed Miles and Huberman’s interactive model. Findings reveal that implementation is systemically hindered by four interacting factors: weak policy communication and socialization, limited halal facilitator resources and digital literacy, a passive business-owner disposition due to negative perceptions of certification, and a bureaucratic structure that is insufficiently accommodating to micro-scale MSMEs. Interactions among government agencies, certification bodies, and MSME operators remain fragmented without effective coordination. These findings reinforce the relevance of Edwards III’s policy implementation model in developing country contexts and highlight the need to integrate institutional perspectives into policy analysis. This study recommends a more proactive, inclusive, and facilitation-based implementation strategy.
