This research analyzes the resolution of value conflicts in the management of Sharia hotels, focusing on survival strategies and halal tourism service innovations in Central Java. Sharia hotels often face structural and multidimensional conflicts between profit-oriented business demands and adherence to Islamic principles. Using a qualitative, descriptive method, data were collected through in-depth interviews and observations at several Sharia hotels in Central Java. The findings reveal that value conflicts primarily stem from the weak integration of Sharia values within human resource management and organizational culture. To resolve these conflicts, a dual mechanism integrating managerial and institutional approaches is essential. The managerial approach emphasizes strengthening human resources by internalizing Sharia values. In contrast, the institutional approach focuses on establishing an organizational system grounded in Quranic values such as justice, transparency, and deliberation (musyawarah). Furthermore, survival strategies and service innovations currently serve more as adaptive responses to market dynamics rather than substantive conflict resolutions. Therefore, comprehensive structural transformations are needed to ensure the sustainability of Sharia hotels. This research contributes to the development of a value conflict resolution model that integrates Islamic principles with modern business strategies, providing a practical reference for the sustainable halal tourism industry.
